An ancient shadow caster who was a leading figure before the Shadow Caster Purge and survived to see casting reinstated, Master Toshio now bears the weighty mantle of serving as the Head of the Legion of Shadow Casters.

While he carries the challenging task of leading a new generation of shadow casters, collaborating with the Lonrelmian Ministry to ensure compromise and balance in the new governmental structure, and holding himself and his constituents true to the Shadow Caster Pledge, his true joy comes from teaching and mentoring young shadow casters. Few, if any, pupils have brought him as much joy as his current trainees Sumi, Kaito, and Nigel.

Though sarcastic, witty, and jovial, Toshio can also be strict and commanding. His age, appearance, and nature belie his casting prowess as he’s widely considered the greatest and wisest of shadow-cast masters. Though he hopes to avoid conflict, Toshio diligently practices his casting art to ensure his impeccable combat skills remain sharp.

He enjoys a close friendship with the prime minister Malvus Lorenzus, the primary lonrelmian advocate for legalizing casting after the Purge. His closest friends other than his students are retired LoSC general Ganesh Atolonai and his hand-selected head councilor Rizabelle DeLange, both fellow purge survivors and shadow-cast masters.
